The Program Manager is a critical role on the leadership team of our project delivery function. As a part of the project delivery cycle, this person must fully understand and work within the established methodologies, policies, and procedures to successfully deliver complex projects. The Program Manager directs activities of an overall program, including, but not limited to, managing Project Managers leading each of the workstreams within the program. This role is responsible for ensuring the overall execution plan for the program is thorough, thoughtful, and comprehensive.

 

This person works closely with the HDT Lead and Business Lead to deliver value to the organization through the successful implementation of the assigned program, focusing on management of risk, monitoring and control of the scope, budget, and timeline, and the effectiveness of the organization change strategy. To be effective, the person in this role must have strong written and verbal communication skills, a deep understanding of end-to-end project management, and the ability to prepare and deliver appropriate messaging to various levels of the organization, up to and including the CEO and the Board of Directors. 

Your Impact

  • In the absence of a defined project delivery methodology for the program, develop standards of project delivery, organizational change management, budget management, and scope management to be applied collectively to the program.
  • Maintain adherence to the applicable project governance framework while utilizing the appropriate project methodologies and change procedures.
  • Lead application of quality standards to all aspects of a project, including planning, execution, and documentation. Ensure project team members understand and apply quality practices in planning and execution of the project. Ensure quality standards being engaged are adequate for the overall program and its sub-projects.
  • Assemble and coordinate the program operations leadership team to ensure the three primary pillars of program operations (business, technology, governance) are functioning cooperatively and in a manner to successfully deliver the goals of the program.
  • Provide professional guidance in determination of program scope and definition of the structure of the workstreams within the program.
  • Implement and manage changes and interventions to ensure program goals, critical success factors, and scope are achieved.
  • Within the program, build and manage a team of project managers with a diverse array of talents and responsibilities to ensure they are functioning as a high-performing team and working towards the same critical success factors and goals of the program.
  • Provide direction and leadership to all resources in the performance of project assignments and activities.
  • In partnership with the HDT and Business leads, develop and manage project budgets that include necessary capital expenditures, operational expenses, and labor requirements. Perform comprehensive analyses and guide allocation of program resources to ensure efficient and effective usage and performance.
  • Demonstrate a comprehensive knowledge of the organizational change management discipline and how it is applied in project management. Develop or lead development of OCM plans for active program and guide active engagement in this effort with business partner(s).
  • Ensure a comprehensive communication plan is developed and followed to facilitate stakeholder awareness and education regarding the changes being implemented.
  • Meet regularly with program leadership to maintain awareness of progress as well as enable a forum for timely decision making.
  • Lead the development of a comprehensive, realistic, dependency-based program schedule in conjunction with assigned project managers, external implementation partner(s), and business partners. Maintain and report status against the schedule throughout the program.
  • Produce accurate and timely reporting of program status throughout its life cycle.
  • Identify, monitor, and mitigate risks to the successful delivery and completion of the program and its components.
  • Work closely with the Test Lead to ensure development of a thorough and thoughtfully designed test plan that encompasses all workstreams and addresses all facets of testing for the program.
  • Identify and coordinate solutions to complex problems considering resources, human and system capacity, and limitations.
  • Effectively communicate and work with senior leadership, subject matter experts, technical analysts, project managers, developers, and other internal and external stakeholders.

Minimum Qualifications

  • BS level education or equivalent in a related field plus a minimum of 12 years of related experience is required.
  • Minimum of 8 years of enterprise technology platforms, software development, and business application implementation project management experience is required.
  • PMP or PgMP certification required.

Additional Success Factors

  • Large scale ERP implementation (or equivalent) project management experience is required.
  • Technology project management in a health-care environment is strongly preferred.
  • Proficiency using Smartsheet or MS Project and/or other scheduling tools and managing complex dependency-based project plans.
  • Experience communicating with cross-functional teams and being the champion for business technology projects.
  • Strong planning, communication, negotiation, leadership, and relationship-building skills.
  • Must be able to work with minimal supervision, have strong attention to detail, and excellent time management skills to ensure all established deadlines are achieved.
  • Must possess a strong work ethic, excellent interpersonal skills, a high drive to succeed and be, above all, a problem solver.
  • Must have a positive attitude towards change with the ability to identify needs, remove barriers, and influence without authority.
